The parties engaged in Interest Based Bargaining with the help of a FMCS mediator for approximately 1.5 years in an attempt to completely restructure the methods of scheduling and filling shift shortages.  This was especially critical as the agency has been short of manpower in recent years although there has been significant hiring recently.  Key to incentivize the filling of overtime call backs were hourly premiums for those employees who volunteer for short notice overtime.  Those employees will earn an additional $45 per hour above the time and one half for overtime.  Those employees who are mandated to work short notice overtime will receive an additional $20 per hour.  This system will be backed up by a rotating on-call system.

Importantly, significant wage increases were obtained for Labor Council members along with a restructuring of the wage matrix with an emphasis on increasing top pay which will rise 11% over the four year deal
