The parties worked internally during these negotiations for several sessions without the Employer's counsel or the Labor Council representative present.  The group determined that such would allow for more open discussions. One of the major changes that was successfully modified was how overtime would be assigned from the routine need to how special detail assignments were processed.  Another benefit which will lower the cost for the members is the availability of  medical professionals other than a physician to provide a return to work certification.  Those certifications can now be provided by the physician's assistant or nurse practitioner.  As with many of our negotiations, we dealt with the threats from the Governor to cut the various revenues that a county or municipality may receive.  This threat will be an on-going part of negotiations in the upcoming years.  This group had several new members step up and begin to participate in the bargaining process
