The Harrisburg bargaining unit settled their new contract prior to interest arbitration.  This was a nasty negotiation and resolution with the City, but the team stood firm and did reach a settlement.  When negotiations began, the unit had only a few items it sought, but it quickly became clear that the City wished for steep concessions in health insurance.  The City also wished to begin a two-tier sysytem for wages, benefits and hours.  After serious negotiations over the course of three (3) years, the parties agreed on a four (4) year deal.  The unit received very favorable wage increases, as well as favorable residency modifications, and improvements in canine officer pay.  The unit did make a concession on insurance by agreeing to pay a deductible beginning January 1, 2014.  Negotiations were held in Harrisburg and the unit was assisted by E. Ryan Hall and Becky Dragoo of the IL FOP Labor Council.
